CHARTER FOR THE ACTIVATION OF LOCAL H4J COMMUNITIES

PREAMBLE
We, the members of the Homes for Jesus (H4J) Network, recognizing that “The one who blesses others is abundantly blessed; those who help others are helped” (Proverbs 11:25), establish this Charter to guide the activation and operation of local H4J Communities in every city and municipality across the Philippines. We commit to embedding this core virtue of selfless generosity into all aspects of our work, as we strive to build caring, sustainable communities rooted in the teachings of Jesus Christ.
This Charter integrates OPLAN SAGIP TAHANAN – H4J’s Nationwide Moral Recovery Program – which serves as the framework for online formation and onsite activation of local communities. It aligns with Project TAPACAN (The Threefold Action Program Against Cigarettes, Alcohol and Narcotics), advances APIHEP ONLINE (The Asia Pacific International Health Education Program), and promotes BZP101 – Blue Zone Project for Optimum Wellness and Longevity – The Philippine Approach.
To ensure uniform, effective implementation across all local chapters, this Charter mandates the creation and adoption of three key supporting documents: the OPLAN SAGIP TAHANAN HANDBOOK (IMPLEMENTATION MANUAL), APIHEP ONLINE TRAINING GUIDES, and BZP101 AGENDA FOR ADOPTION AND IMPLEMENTATION.
ARTICLE I: NAME AND PURPOSE
Section 1: Name
Local units shall be known as “H4J [City/Municipality Name] Community – OPLAN SAGIP TAHANAN Chapter”
Section 2: Core Purpose
To establish and sustain communities that:
- Provide safe, dignified housing and support to vulnerable individuals and families
- Foster mutual care and generosity among all members, guided by Proverbs 11:25
- Implement OPLAN SAGIP TAHANAN as a platform for moral recovery and holistic wellness, using the official Handbook
- Advance Project TAPACAN’s mission to address substance-related challenges through standardized protocols
- Deliver APIHEP ONLINE health education resources via the official Training Guides
- Promote BZP101’s Philippine-focused wellness practices through the adopted Agenda
ARTICLE II: CORE VIRTUE INTEGRATION
Proverbs 11:25 shall be the foundation for all H4J Community operations, including all integrated programs and supporting documents
Section 1: Leadership and Governance
- All leaders shall be selected based on their commitment to selfless service and must complete training using the OPLAN SAGIP TAHANAN Handbook, APIHEP ONLINE Training Guides, and BZP101 Agenda
- Decision-making processes shall prioritize vulnerable groups (including those affected by substances) and align with guidelines in all supporting documents
- Leadership teams shall model generosity and wellness, adhering to BZP101 practices and promoting Project TAPACAN goals
Section 2: Membership
- Membership is open to all who embrace the principle of blessing others first and commit to following guidelines in the three supporting documents
- New members receive orientation using the OPLAN SAGIP TAHANAN Handbook, complete foundational APIHEP ONLINE modules via the Training Guides, and are introduced to the BZP101 Agenda
- Those in recovery are welcomed as valued contributors, with support tailored to protocols in the Handbook and Project TAPACAN sections
Section 3: Housing and Support Programs
- Housing initiatives shall integrate protocols from the OPLAN SAGIP TAHANAN Handbook, including spaces for recovery support and wellness activities outlined in the BZP101 Agenda
- Support services use APIHEP ONLINE Training Guides for health education delivery and Project TAPACAN strategies for substance intervention
- Program evaluation shall track metrics defined in all three supporting documents, alongside growth in community generosity
Section 4: Resource Management
- Funds and materials shall be allocated to support activities detailed in the OPLAN SAGIP TAHANAN Handbook, APIHEP ONLINE implementation costs, and BZP101 program rollout
- Budget frameworks in the Handbook shall guide resource distribution, prioritizing critical housing, recovery, and wellness needs
- Surplus resources shall be shared with other chapters, ensuring alignment with standardized guidelines
Section 5: Partnerships
- Collaborations shall be built using partnership templates in the OPLAN SAGIP TAHANAN Handbook, with alignment to APIHEP ONLINE and BZP101 objectives
- Partners shall be provided access to Training Guides and BZP101 Agenda to ensure consistent program delivery
- H4J Communities shall share best practices across chapters using frameworks from all supporting documents
Section 6: Volunteer Engagement
- Volunteers shall complete mandatory training using the OPLAN SAGIP TAHANAN Handbook, APIHEP ONLINE Training Guides, and BZP101 Agenda
- Roles include online formation facilitators, onsite activation coordinators, recovery mentors, health educators, and wellness program leaders
- Training shall emphasize how service to others aligns with all program goals and the core virtue of Proverbs 11:25
ARTICLE III: OPLAN SAGIP TAHANAN – NATIONWIDE MORAL RECOVERY PROGRAM
Serves as the framework for online formation and onsite activation, supported by the official Handbook
Section 1: OPLAN SAGIP TAHANAN HANDBOOK (IMPLEMENTATION MANUAL)
Mandatory for all local chapters – shall be adopted in full with allowances for minor local adaptation

- Program philosophy and alignment with Proverbs 11:25
- Online formation curriculum and delivery protocols
- Onsite activation step-by-step guide
- Project TAPACAN integration frameworks
- Local chapter organizational templates
- Partnership and resource management guidelines
- Monitoring and evaluation tools
- Philippine cultural adaptation guidelines
Handbook Development & Distribution:
- Developed by H4J National Office with input from healthcare, recovery, and community development experts
- Provided free to all local chapters in digital and print formats
- Updated annually based on chapter feedback and program outcomes
Section 2: Program Components
1. Online Formation Phase
Guided by the Handbook and supported by APIHEP ONLINE Training Guides – covers moral recovery principles, substance awareness, and wellness basics
2. Onsite Activation Phase
Implemented using Handbook protocols, with BZP101 Agenda activities integrated into daily operations – establishes “Sagip Tahanan Hubs” as community centers for all programs
ARTICLE IV: INTEGRATED PROGRAM ALIGNMENT & SUPPORTING DOCUMENTS
Section 1: APIHEP ONLINE – TRAINING GUIDES
Mandatory for all local chapters – shall be used for all health education delivery

- APIHEP ONLINE platform navigation manual
- Foundational health education modules (substance prevention, mental health, nutrition, hygiene)
- Facilitator training toolkit
- Local data collection and reporting templates
- Integration guides with OPLAN SAGIP TAHANAN and BZP101
- Filipino language and cultural adaptation materials
Implementation Requirements:
- All local chapters shall establish APIHEP ONLINE access points (physical or virtual)
- At least 3 trained facilitators per chapter shall be certified using the Guides
- Monthly health education sessions shall be conducted as outlined in the Guides
Section 2: BZP101 – BLUE ZONE PROJECT (PHILIPPINE APPROACH) – AGENDA FOR ADOPTION AND IMPLEMENTATION
Mandatory for all local chapters – shall adopt core components with local customization
Agenda Content:
- BZP101 Philippine principles (adapted to local diets, lifestyles, and social norms)
- Monthly wellness activity calendar templates
- Community-based wellness program frameworks
- Integration with Project TAPACAN for recovery support
- Partnership guidelines with local farmers, fitness groups, and healthcare providers
- Outcome tracking metrics for longevity and quality of life
Adoption Requirements:
- All chapters shall implement at least 4 core BZP101 activities per quarter
- Wellness committees shall use the Agenda to plan and deliver programs
- Local food systems and cultural practices shall be integrated into implementation
Section 3: Project TAPACAN
Integrated into all supporting documents, with threefold focus:
- Prevention: Using APIHEP ONLINE Training Guides for education
- Intervention: Using protocols in the OPLAN SAGIP TAHANAN Handbook
- Rehabilitation: Integrating BZP101 Agenda wellness practices for long-term recovery
ARTICLE V: ORGANIZATIONAL STRUCTURE
Section 1: Mandatory Committees (Each responsible for implementing supporting documents)
- Housing and Community Development Committee – Uses Handbook for project design; integrates BZP101 spaces
- Resource Mobilization and Stewardship Committee – Follows Handbook guidelines for budget and resource management
- Volunteer and Member Engagement Committee – Uses all three documents for training and engagement
- OPLAN SAGIP TAHANAN Implementation Committee – Oversees Handbook rollout and program alignment
- Health and Wellness Committee – Manages APIHEP ONLINE Training Guides and BZP101 Agenda implementation
- Documentation and Quality Assurance Committee – Ensures adherence to all supporting documents and tracks outcomes
Section 2: Local Leadership
- Each community shall have a Coordinator, OPLAN SAGIP TAHANAN Lead (Handbook expert), and Health and Wellness Lead (APIHEP/BZP101 expert)
- All leaders must complete certification using all three supporting documents
- Leaders shall submit quarterly reports aligned with Handbook monitoring tools
ARTICLE VI: ACTIVATION PROCESS
Section 1: Requirements for Activation
- Minimum of 25 founding members (including at least 7 certified in one or more supporting documents)
- Submission of a local implementation plan aligned with all three documents
- Identification of target groups, including those affected by substances
- Commitment to adopt and implement all supporting documents
Section 2: Activation Steps
- Submission of requirements and plan review by H4J National Office
- Distribution of OPLAN SAGIP TAHANAN Handbook, APIHEP ONLINE Training Guides, and BZP101 Agenda
- Founding member training on all three documents
- Certification of core team members
- Official launch with stakeholder orientation on all programs
- Initial rollout of housing, recovery, health, and wellness activities
ARTICLE VII: OPERATIONAL GUIDELINES
Section 1: Meetings and Gatherings
- Regular meetings shall include updates on implementation of all supporting documents
- Integrate BZP101 activities, APIHEP ONLINE education spotlights, and Handbook protocol reviews
- Share best practices across chapters using standardized templates from the Handbook
Section 2: Transparency and Accountability
- Reports shall be structured using templates from the Handbook, APIHEP Training Guides, and BZP101 Agenda
- Annual audits shall verify adherence to all supporting documents
- Feedback from members and beneficiaries shall be used to update national documents
Section 3: Conflict Resolution
- Processes outlined in the OPLAN SAGIP TAHANAN Handbook shall be used, with emphasis on recovery-focused compassion and wellness alignment
ARTICLE VIII: AMENDMENTS
This Charter may be amended by a two-thirds vote of H4J National Council, provided all changes maintain alignment with Proverbs 11:25 and the core objectives of the OPLAN SAGIP TAHANAN Handbook, APIHEP ONLINE Training Guides, and BZP101 Agenda. Supporting documents may be revised annually based on chapter feedback and program outcomes, with all changes communicated to local chapters 30 days prior to implementation.
